1.1 The four hats

LAW

One person can hold four separate roles, and authority does not transfer between them. Party officer, election official, poll watcher, convention delegate. Being a precinct chair does not make you an election judge and does not qualify you as a poll watcher. Each needs its own appointment, and election workers need the county's own training.

1.2 Who votes at your CEC

LAW

The county chairman, who presides, plus one precinct chairman from each county election precinct. Those are the voting members. An SREC member sits as a non-voting member of every county in the district and may not make motions.

1.3 No proxies, at any level

RPT

You cannot send someone in your place and nobody can carry your vote. This runs from precinct level through state level. If you cannot be in the room, you are not in the room.

1.4 Quorum

RPT

One fourth of the membership, not counting vacancies, for ordinary business. Short of that, only statutory business may be transacted. Do the arithmetic for your own county before the meeting. Twenty four precincts with no vacancies means six.

1.5 How often you meet

RPT

Over 20,000 population, at least quarterly. Under 20,000, at least twice a year, once in each half. Most of SD1 is the second group, which is why submitting items in writing and in advance matters so much here.

1.6 Power one: make the chairman report the money

RPT

On a majority vote the committee can require the county chairman to put daily operations detail, including general fund balances and expenditures, in writing in the regular reports. It takes a majority of the body you already sit on. No petition, no appeal to the state party, no lawyer. Move it as a standing requirement so it does not have to be re-passed, and ask for a format rather than a topic.

1.7 Power two: get the roster

RPT

The chairman must keep a current list of every Republican precinct chairman with contact details, update it within seven business days of a change, and provide it at reproduction cost or by email on request. Ask in writing, and ask for email.

1.8 Power three: attend and record any committee meeting

RPT

All CEC committee and subcommittee meetings are open to any member of the executive committee, including committees you were not appointed to. You may appear, make recommendations, testify, and record or livestream anything not in executive session.
